Subject: pulling string through a conduit with shop vac ?

saw a post a few pages back where people indicated they used a plastic bag hooked to a string and a shop vac to suck the bag through. concept makes sense but I'm wondering about what you do with the bag to make it work. does it have to have something in it to make it fill the space partly? or do you just stuff the bag into the pipe? I want to include a 1" conduit (electrician suggested just using black plastic water pipe) in from shop office to dryer site so in the future if we want to run Ethernet cable we can. its a 250' distance.
