Just a wad of plastic. Guys talk about a plastic bag because there is always some kind of packing material laying around a jobsite. What you want is a parachute shape thing to cause enough drag to draw the string through the tube. Experiment, it isn't rocket science. I am sure whatever the equivalent of the Snap On truck for electricians has something to sell you for $400.
