Isn't one of the problems in IL, the constant changing rules requiring more and more training to the point that volunteers don't have enough vacation time to keep current? That seems to be one of the factors mentioned by our local volunteers. The other problem is that as a bedroom/retirement community most of the eligible people work out of town.
