You cannot legally give or sell your already registered copy of Windows to someone else to use.
Do you pay again when you copy a CD to iTunes or sync an iPod or iPhone?
You cannot legally make copies of your CD and give hem away or sell them.
Are you forbidden from selling a book after you've finished reading?
You cannot legally photocopy any parts of that book and give them away or sell them.
Do you have to buy any of the above items in a predefined zone and forbidden from buying outside your zone?
No, but I get why they do it. Ice isn't very valuable in Alaska, but in Arizona......
