It depends on the "mode of action". Triazines like metribuzin need to get chlorophyll production going before they work. ALS inhibitors also need an emerged plant before they block the amino acid production. Lasso type chemicals attack meristematic tissue (shoots). Treflan like chemicals attack root development. About the only seed killers I can think of are soil sterilizers like methyl bromide which is a gas applied under a tarp. I'm having to remember stuff that I learned back in the late 70's.
