Not sure what kind of brush or how tall it is but, in the south texas brush we prefer spraying with a dow grazon product or root plowing first time. then spraying annually. Long term you will get more grass production by spraying, then shreading later.
you will still need tire seal, best product we found is called multi-seal runs about $65/gal, i think its the same stuff Gemplers sells.
