I just fixed my 4710 flowmeter again. The turbine shaft breaks and parts are no longer available. I have been using drill bits but learned they are too soft on the inside. I went to Ace Hardware and bought a 50 cent 3/32 by 3/4" dowel pin. They are hard. Just a little grinding off the end allowed it to fit within the assembly. The pin is pressed into the turbine and spins freely in each end of the housing.

If you unscrew your meter and shake it and it rattles, the turbine shaft is broken. Blowing through it really hard should make it spin.
