Clay YES I WILL lay that on the feet of Mr. Lame Duck Carter......... with one stoke of his pen,,,he did more to KILL US exports and encourage world wide production of grains then anyone President to date........point in case SA....

So what this a governmental screw up ?
OR was it just want they wanted ?
Sure seemed to work well into Uncle's cheap food policy didn't it ?

President Carter
exercised his authority under the Export Administration Act of
1979, as amended, to curtail U.S. exports for foreign policy and
national security reasons.

This above was what i was after researching this summer............... to find out HOW Carters grain embargo was put on...... I did find the whole dam Russia grain agreement but it was so many pages I sure wasn't gonna take the time to read it all. The reason I started researching this whole thing was this summer drought......Could exports be curtailed again ? ? ? If we have another drought ??? Could there be "wording" "fine print" in the RFA like there was wording in the Export Administration Act of 1979 ???
