The giving thing works well voluntarily, you get obamma picking winners and loser and you get corruption Keep in mind . . . It was a different administration that created the issue . . . . .They could have changed the ruling to be perminant, but we are in new times with sloppy, dirty politics - instead of doing what truly is good for the people or country.
