Pittsburg, Kansas

I guess the purpose of it must be job creation if it does not create mandatory revenue. Keeps all those legal eagle/ accountant types involved in something to keep them off the streets. Adds to GDP too, all that billable hours activity.

Sounds like a typical government deal to me.
