The 3000-3500rpm might be enough for the 200lbs of fertilizer depending on the width of your machine (consult the operators manual it is very good for initial fan speed settings).
To run the two hyd motors on the meters I am pretty sure that, that is not enough oil flow. (The 2 motors get the oil after it goes through the fan motor)
go to 4000 or 4500 rpm and see if it helps and then start backing off the rpm
