If the bottom o rings are bad the top ones can't be far behind. Don't plug the holes or you won't know when the coolant starts to leak and eventually ends up in the oil. I have pulled sleeves and replaced the o rings but it's not really worth it as cheap as pistons and sleeves are compared to the time it takes.
