Don't do anything, they are weep holes. From the factory there are two Orings, top one for coolant, lower one for oil. Don't worry about it, only looks bad. Our 4020 Diesel has leaked long time, matches the oil seeping from rear of head on right side. Maybe someday will pull it down and newer head gaskets are suppose to fix head seeping. As to oil groves and sealing rings, I may install the third O ring in the open groves the next time, but until it fails big time, I'll run it.
