As far as the clock you have to progam the 500 as to how far from Grenrich mean time you are. First low gps quality could be caused by a lack of satalites being picked up by the 500 via poor cable conections, bad antenna or poor view of the sky. check the the info tab for number of satalites after being on a couple of minutes. Lack of gps corrections from the base station from enough common satalites. Check the info tabs to see link quality. If the link to the base radio is poor or N/a your problem is with your radio reception. (Did you reset you radio network id number after the reboot) Check your transmiting radio. (I have to unplug my base radio every couple of months to let it reset) check how many satalites the base reciver is picking up. If your corrections are from a secure base you may need to reset the security code.
