I have prepped tanks for painting with a power washer. Rotary nozzle at 4000 psi. Narrow pass of about 4" moved slowly removed most anything I wanted to.
Let dry a couple days and prime.
Good for 10-15 years.
Don't skimp on the quality/price of the primer.
