FTDI is a chip manufacturer that seems to have a solid product. I know the FTDI USB-to-TTL chips are used on many of the Arduino cards, and those do work with x64 Windows. I see they also have USB-to-RS232 cards, although since they're designed for use inside something, they don't have a nice plastic case.
