Saving HTML vs saving pdf?

The bank here has link on the website account access to view previous statements, they are PDF files. Seems to me when I do IRS tax payments for the township I can get the verification as a PDF document. Adobe and the PDF thing seem to be gaining acceptance as the common format that everyone can use. John Deere support has manuals in the download section, they come as PDF files. Myself, I like PDF as it loads fairly quick and is fast to navigate, pages print with little hassle. HTML is for the most part functional as a save and reload format, however the page once reloaded has clickable links that when activated want you to get back online.
