Only time we change tension is on different types of hay, windrow thickness has no effect. Technically you should be speeding up and slowing down to maintain your 12-16 strokes a bale anyway but I've baled many with 30 strokes and as few as probably 6 without breaking a shear bolt. The tension is just a cylinder that pushes the top middle of the chamber down to slow the bale movement out of the chamber.
