there are tons of free wiki software out there.

Try Dabble Database, a really flexible online database which has a creative commons license for public applications. Dabble not only gives a free creative commons licence, it allows you to totally modify the database structure at any stage.

http://www.wikimatrix.org/ is a website for comparing multiple wiki platforms so you can choose one that will suit your needs. Like hosting and WYSIWYG.

try going to http://sourceforge.net and doing a search on there.
