Speed is a bit like tractor size in that it's all relative; if you have 8000 acres to cover, you'll need a BIG tractor, maybe even a couple. If you only have an 80 to farm, you can get by with something much smaller. I have an older intel 32 bit 3.4 GHz 4 GB ram. When I'm rendering in Autocad, it's not nearly enough power. Otherwise it's pretty good.
A 'common' computer nowadays may be 2.2GHz(dual core) with 2-4 GB ram. Yours isn't cutting edge, but if it's slow and more than a few years old, the bigger problem is probably is bloat, too may programs/services/viruses, etc.
One idea to throw out there... Do you have all the discs for a complete reinstall (OS, drivers, etc)? If so, you could reinstall the OS and have a fairly fast computer again. If you could upgrade to 1-2 GB ram, that would help a lot as well. Yeah, you can turn in the 'smoke screw' and do other little things for a little more speed, but a complete OH may be best ;^)
