You won't hurt any by power cycling the router. In fact, I would recommend it. I think the router/switch is your problem, considering everything is down. Macs operate in a similar manner as PCs when it comes to networking. The only thing that is really different is where you access the settings and the default file sharing settings. Hope that helps.
