Iowa | When you remove the bracket you should be able to push spool in and it should return to original position. There is a stop pin inside power shift valve which spool comes against when return spring is pushing on spool. You will not be able to remove inching spool unless power shift valve is removed from transmission and stop pin is removed. There could be a sliver of metal or something binding spool not allowing it to move freely.
