Sounds like the inching spool is sticking in the power shift valve. There should be a "L" shaped bracket bolted to the inching spool with a 1/4" bolt that pulls spool out if there is an obstruction. Is this bracket still in place? Have seen rocks from gravel roads and trash get in by this spool and not allow free movement. You can check inching pressure but if clutch pedal wanted to stick down I would think spool is sticking.
