How bad is it worn, and is the shaft a high load/high torque application? Where is the bearing located ? ie at the driven end of the shaft or at the other end where its more for support ? If the shaft is in a low load part of the system you might consider turning the shaft down and using a bushing to get you back up to the proper size.
Welding a 1" shaft???
