The landlord should have no obligation as to quantity of grass or water. The landlord merely agrees to rent the field to the tenant for a mutually agreeable price. If the grass runs out, the tenant overstocked for the conditions. If there's a shortage of water, the tenant should have stocked lower or been willing to haul his own water.

There's nothing wrong with renting out a field with no water source at all. Just don't expect to get much(if any) rental income from it. It's very possible you'll rent out a waterless field for free, just in return for someone keeping it mowed and giving you a land use tax exemption.

The only exception to this, is if a new tenant was not aware that the ponds would be dry by June, or that the spring would quit running by July. This is just poor disclosure. If he feels the land is not worth the rent he's paying because of it, then it's only right to request a lower rental rate.
