S Illinois | If they upwardly revise 2016 production that much, it would be double the biggest bushel miss since 1990 and it would be 10 times the largest upward revision since that time. In all actuality only once since 1990 has USDA upped corn production from their annual report in Jan and that was 1995 which was extremely hot and dry after a wet spring. Any changes to carryover will have to come from the crop usage slush fund of feed/residual.

Edit: This is when comparing to final. The Final report can be change a couple years after the growing year in question.
