I'm not sure why the debate on the Farm bill even starts with the 20% that is spent on agriculture. Wouldn't any discussion of a program start with the part that takes the majority of the spending first? The amount that comprises the "safety net" is probably the smallest amount that its been in many years. When are other govt programs going to do their share of reductions?
