The vetch will produce more nitrogen the longer you let it grow in the spring. If you terminate early it won't have produced a lot. If you let it grow till it just starts to bloom if can produce quite a bit. The other post of the amount of carbon and biomass and needing nitrogen early is correct. It also will depend on how healthy and active your soil is.
