Landowner has land in hay or introduced pasture and has a Wheat , barley or oats base on that ranch, He or she is paid according to the yield that was established or assigned to the base back thirty years or more ago. Some farmers in the 80s got very high yields as crops yielded quite high after Mount Saint Helen erupted. So farms had relativley high yields and some of the farmers were able to establish a very high base. Many of the farms seeded most of their cropland to CRP and the CRP did not take an acre of Base for an acre of CRP so the People getting CRP Payments were still getting their subsidies for their wheat, barley or oats base. Wheat Base yielded the best payment most of the time. At least two years, The Clinton administration paid us 200 percent of of our subsidy to compensate us for price crashes from free trade or something that made wheat prices crash .

The new program is paying PLC a year late to whomever has the base even if that base is on a farm or ranch that has no farm machinery and has not raised that crop in years.
