We plant cover crops up until Mid-August and get excellent growth by winter in my part of NC Kansas, depends on moisture more than anything. We plant radish rather than Turnips but I don't think it's that crucial. We like to get started on August 1st. I agree with everyone else on adding oats for sure... maybe millet or sudan, whatever you have access too. Have seen some around here sow turnips in with volunteer wheat but you have to watch out for disease and be aware of what's around you.
