There are several rivers that are essentially untouched-The Eel, the Mad, the Smith. Lot of water in others that could be used as well.

Even the Sacramento and San Joaquin systems are only partially used. Even last year, over 50% of the water that came into the delta went right past the pumps and out to the ocean for environmental uses. The delta needs a certain amount of flow to keep the salt water pushed back into the bay, but I'd think there are some engineering solutions for that as well. Ones that would probably hurt the minnows though...
