One reason for the #/bu is that the soybean stubble will contain about 1# for every bushel it produced. If the soybeans followed a lot of corn fodder, I'd allow less because a lot of that N will be used to break down the corn stover.

You're right, though, 1#/bushel is the normal allowed "credit".
