most pre's are shoot inhibitors. the weed germinates, the root grows down, the shoot grows up and (Hopefully) intercepts the chemical and kills the weed. If you are seeing a late germination on waterhemp it is probably that the chemical has been out for awhile and has broken down and the weeds germinating now aren't getting a full or lethal dose of pre-emerge chemical.

Overlapping residuals is probably the best solution as it is hard to get enough pre-emerge residual out there in one shot early in the year, and expect season long control. it takes rain to re-activate the herbicide, and too much rain will wash the chemical too deep that the weeds grow through the diluted herbicide barrier.
