Subject: Water heater fixable?

Our electric water heater is kicking out the reset about every 10-12 hours. When I reset it, the water is scalding hot even set on low. Both elements have been replaced about 4-5 years ago and have continuity through them. I'd ask my regular electrician, but he must be on vacation because I can't get a hold of him. The thing is for sure 25 yrs old and probably more like 35 as far back as I can remember. So is it safe to assume that its junk or can a guy replace the thermostat on these things?

If I do need to replace, is the Freedom unit the electric co-op selling worth a hoot? $200 and lifetime warranty on everything except labor. Can't go gas, whole house is electric and I would have to run a power vent to operate one.
