I've never towed a gooseneck before, but am setting up a truck to do so. Cattle trailer, mostly.

Is it possible/practical to mount a rigid ball several inches lower than usual, so that the top of the ball is level with the bed floor? It seems to me that a removable steel cover would be cheaper and easier than a turn-over ball.

I'd think that the typical variation in pickup bed height is greater than the height difference I'm talking about here.

The hole in the bed would be about 8" in diameter(to allow room for the trailer coupler), with a flanged steel plate that just sits over the hole.
