We have a similar issue in our township. Extremely low population and tax base. Not much money, and the money that is there gets spent on the roads that the board members and their families use. I don't think it's intentional, it's just that they see the problems on those roads and do something about them. They never travel the rest of the roads and they don't realize that they need care as well.
As far as the grader not getting there often enough, we have a slightly different problem. Our grader operator has no finesse. Instead of just going over it lightly to fill in the ruts, he reshapes the road every time and scrapes most of the rock into the ditch. It would honestly be better if they just put on rock and never ran the grader.
He doesn't want to do the job anymore, and it shows in his work. With our low population, finding someone to take over is tough. I have offered to do regular maintenance, but my town job won't allow me to be available for things like snow clearing. It seems the attitude of the board is they want only one operator for all occasions. I haven't pushed the issue because I don't want to appear to be shoving the other guy out (even though he wants to quit).
