Subject: semi truck power steering problem

Bought an older semi about a year ago and have slowly been working out the kinks. One i can't figure out is a problem with the power steering. When i bought it the reservoir was 1/2 empty and soaked with fluid. Took the top off the reservoir and the gasket wasn't in the right place, so re arranged put back together and thought problem solved. Not so. Went on a long trip to pick up grain trailer and when i got home, reservoir is low again but no signs of external leak. Hoses ok reservoir no fresh leaked oil on, pump ok. Steering works and feels good. Just had truck in shop for other small repairs, moved it out of shop (after topping up systym) and fluid squirting out of filler top. Removed top and fluid is right up the neck and boiling over. Can't figure it out, a releif valve not working right? Reservoir too full? Thanks for the advice/help in advance.
