Subject: Healing bare ground after terracing

Had some terraces put in last summer. I tried putting in a mixture of rye, radishes and clover afterward, in August but due to the ground being hard and packed and dry weather I got hardly any stand. There was virtually no organic matter in it. Fertilized per tests last spring and planted corn. Despite being a pretty good crop year some of these spots were barely worth driving the combine over.
At this point in the year I can't really plant a cover crop. What else can I do to get better results next year. I am going to try and get some manure on it, but this isn't the easiest thing to do in my area due to not a lot of big time livestock operations that sell it. If I fail at that, what else can I do?
