Subject: problems with 60 series detroit in western star

we have a 2005 western star with detroit motor we are having fuel issues with....we think. once we would run a few miles we would lose all power. turbo guage would only go to about 6. we put a new turbo on it and now that is fixed. guage goes to 32 when we floor the pedal. Then we would start losing power after about 20 miles and would lose our speedometer and engine would not go over 1500 rpms, even sitting still. so the computer said the speed sensor on the back of the tranny was shot, got a new one and now we have a speedometer working and full rev's but next is our new problem. in the lower gears you can run it right up to 2000 rpm no problem, once you get into the top few gears, it's an 18 speed tranny, the motor starts to spitter and sputter at exactly 1500 rpm and will not go past 1500 rpm. if we back off a bit it smooths out. also in top gear, once we get over 60 mph it starts puking again, I guess at this speed we are also at 1500 rpm's. the computer shows no other fault codes, we just seem to be starving for fuel or something, but why only in the top few gears. This is with no trailer either, just the truck. We have checked all the clamps at the turbo that they are tight from changing it and all seems to be fine. we have changed fuel filter, blown out rad/air filter (we were told overheating could derate power on this vintage of truck) all to no avial. does anyone have any other ideas.
