Subject: for corn, what's acceptable for germination / emergence?

Manitoba
Besides being really late this year things have gone fairly well despite being really wet. This is only my 2nd year planting corn myself and while overall things look better than last year (went a little shallow last year) and my average populations are pretty good (I think) I am wondering if I have some seed quality issues. Wherever I have areas without plants and I dig down there is always seed there, always between 1/1/2 and 2 1/2 " down and it has just rotted. Sometimes with a bit of sprout and sometimes without any. (probably 50:50 on that) It was in plenty of moisture this year and furrow sealed well. Things were late / wet this year and while it was not hot out I think soil temps were ok since it was so late. Just wondering what the issue was. Liquid fert was put on with the planter (not in furrow) with double disc openers to the side (about 30 gallon blend of 28-0-0 and 10-34-0 depending on soil test) What has come up looks good. Any advice? TIA, martin
