Subject: welding crack in frame with oil inside

Tandem disc I just bought has a couple of tiny cracks in the frame. The whole frame can be filled with oil for extra ballast. There is a little oil in there that hasn't leaked out the cracks (looks like sump oil). Wondering if it is dangerous to attempt to weld. If I grind out the crack and carefully Mig weld. The first photo didn't come up very well. 2nd photo, it is in the middle on the right side where the brace meets the main RHS, at the bottom just in the shadow. The crack is about 2 inches, 1/2 underneath and 1/2 on the front.
