F163 continental engine won't start

So what do I do? just kidding

It was running pretty poorly (Joy air compressor) so I replaced the plugs, cap, rotor and wires and put a kit in the carb (gaskets, float valve and fuel screw). I do have spark, but it's not super bright. I'm pretty sure I have the wire on correctly. I tried to find TDC of the #1 cylinder (assuming front is fan side) thru the spark plug hole and could only feel what I think is the #1 exhaust valve going up (valve is in line with exhaust manifold port). I looked at the rotor when the valve opened and assumed this would be some time after TDC so where the rotor just was would be #1. Make sense?

I've tried ether with not even some popping. Parts were all from NAPA since they seemed to have standard kits for these motors. It doesn't crank particularly fast, but it started prior to my 'repair'. Thanks
