Illinois has 102 counties, with elected and appointed "officials" put in place to run their county businesses. Several take office today for the first time. Very few are qualified for the office duties they are assuming.
Very prominent in this discussion is the office of sheriff. We hire the city police chief and the city manager, based on some sort of qualifications needed to do the job, but the sheriff is a popularity contest with no prior business nor law enforcement experience required. And the minute the sheriff takes office, he is thinking about what he needs to do or who he needs to do to be re-elected in four years. On another note...
What do we need to change to spend our county money more efficiently? How about doing away with the archaic system of township form of government?
