Subject: Cutting out welds- flush

Le Sueur VIA St.Thomas
Ok, so let's say I have a thin piece welded to a thicker piece, kinda like the pic shows. If I wanted to 'harvest' the thicker piece with minimal grinding or gouging of the thicker piece, I'd torch it like shown, sacrificing the weld and smaller piece.

Questions: is there a better way? I suppose no one makes a special tip that could be drug along the base without cutting at an angle, do they? Other ideas? Grinding is noisy and messy, and gouged material looks bad :^( My resources currently limit me to acetylene and grinding for the most part.

TIA -jim
