Subject: Threading and tapping a plastic spray tank

I have a 20 gallon Fimco ATV sprayer that I use for fencelines etc. It work great except it will not empty out. There is nipple in the tank about an inch from the bottom that draws the spray for the pump. It usually leaves about 3 gallons in the tank which is difficult when switching chemicals.
Has anyone found a way to drill and tap a hole in the bottom and then mount a filter below? I think I have enough room below the ATV rack to mount the filter assembly.
Any Ideas?
I don't have access to a plastic welder.
