Subject: Can any of you tell me what this is?

Parsons Kansas
A buddy at work brought this in to see if any of us knew what it was. Needless to say about 30 of use guys didn't know. The buddy said his neighbor lady gave it to him. It was he late husbands and he used to work for the railraod years ago.

Nice little plastic case and the whole tool looks old. Like an old time gauge of some sort. Says SANKO on the case and on the tool itself.
There is a lever with the 2 little knobs that you turn and it will "wind" up. It is a fine little geared contraption. After winding another little lever on the other side will start it to unwind and the tip will start to move out. It will move maybe 1/2 inch when it winds down and snap back into the home position.
Sorry for the bad pics. I can't seem to keep the glare out of the photo. Tell me what you think it is. We do not know. Thanks Darren

Edit to add more info.
