Subject: seed law = lower costs?

Cape Girardeau, MO
In states where seed law requires the variety and the brand on the seed tag, are seed costs lower? Growers can shop for a variety that works for them regardless of the brand but are there significant decreases in actual cost to the grower by doing so? I am trying to get the state of missouri to change its seed law to be in line with federal law and surrounding states. If growers in Arkansas and Kentucky, where variety is required on the label, are seeing a cost reduction then this would be a major argument for a change. Would love to hear from growers regarding this issue.
Thanks
