Phenotype should be pass/fail. The EPDs help sort the ones that pass. You’ll have problems if you switch the order. EPDs work but only if you keep them in the right place in your selection process.
The key word is EXPECTED Progeny Difference. The accuracy values are an indicator of how close they’ll be. Young bulls have high expectations and proven bulls tend to not be as extreme
