East Central Ia | We went with the 400 to pull our 7300gal manure tank and it pulls better then I expected honestly. It also pulls our bean planter. For these tasks we wish we would have gone with the CVT, but the newer powershifts are way smoother then the older ones.
Its a nice tractor
For what you listed I would go 400 for strip till and other tillage. The 380CVT on the planter and cart would be awesome.
