 NE WI | Update since the last rabbit hole I went down with the wire replacement.

It’s the shift control board. I pulled the entire assembly out of the tractor. Powered it up on the bench and am monitoring the pin 8 output. Voltage at pin 8 will randomly drop out. That is what really sources the 12V for the clutch switch and relay. The F350 debug page in the service manual makes it look like the right hand controller supplies the voltage. The schematic in the Genesis II service manual shows this connection spliced in. The right hand controller must just monitor the voltage.
The output on pin 8 is driven from a solid state relay (SSR) . The SSR is turned on with 5V from the Hall effect switches. It happens in forward or reverse. Could be a bad SSR or 5V supply. There also looks to be a programmed part on this board as well. The start control relay is also driven by a neutral safety SSR on this board.
